is a full-service, home rule city with a council-manager form of government. The Rockwall City Council is made up of seven Council members. The Rockwall Economic Development Corporation (REDC) operates as a separate entity with the Board providing direct oversight of the President. Board members are appointed by the Rockwall City Council.

The ideal candidate must be a strategic thinking visionary leader who holds a bachelor’s degree in communications, public relations, marketing, business administration, economics, or a related field. 5 years of proven work experience in a public environment related to business development and/or economic/community development is required, with 10 to 15 years of progressively responsible leadership experience in an economic or business development related field. Preference may be given to candidates possessing added skills, graduation from the Basic Economic Development Course, Certified Economic Developer (CEcD) or experience in real estate.
