The City of Lynchburg is ideally situated near the geographic center of Virginia, in the valley of the James River, bordered by the eastern edge of the Blue Ridge Mountains. The City encompasses 50 square miles and is approximately 180 miles southwest of Washington D.C., 200 miles west of the port of Hampton Roads, and 65 miles north of the southern border of Virginia. The City is nestled in a beautiful natural environment and is an easy drive to many historical landmarks and recreational sites in central Virginia. Lynchburg is an active community of 81,339 residents, with strong, diverse, and friendly neighborhoods.
The City of Lynchburg operates under the council-manager form of governance. The City Council is comprised of seven members which hire a professional City Manager who directs and coordinates administration of the City in accordance with policies determined by City Council. The City of Lynchburg is seeking a dynamic, experienced, innovative, and visionary local government leader to serve as its new City Manager.
The selected candidate must hold a master’s degree in business management, public administration, government, or a related field. Eight (8) to ten (10) years of successful leadership experience at a senior executive/administrator level in an organization comparable in size and complexity to the City of Lynchburg is required. The City Manager must successfully complete IS100 and IS700 National Incident Management (NIMS) training with 90 days of employment and may also be required to complete higher levels of NIMS. Residence within the City of Lynchburg is required. Preferred qualifications include ICMA credentialing, or the eligibility to become credentialed within a short time, local government experience in Virginia, and familiarity with Dillon’s Rule. The City is open to candidates without local government experience, provided they have executive-level leadership experience in a comparably sized organization. Experience equivalent to a master's degree may be considered in lieu of an MBA or MPA.
