Elected on an at-large basis, the Board of Commissioners are responsible for policy-making, fiscal management, and the administration of county affairs.

Chester County is seeking a visionary leader as its next Director of Human Resources who can establish and maintain positive, trusting, and highly productive relationships and work closely with employees to build morale and support the development of an organizational team culture that provides effective and efficient public service delivery with the highest level of customer service. The Director of Human Resources reports to the Chief Executive Officer and is responsible for planning, directing, and implementing the County’s overall Human Resource functions and programs. The Director develops policies and coordinates Departmental activities including recruitment & employment, compensation, labor relations, benefits, training, and related services. The Department is staffed by 16 full-time and 9 part-time employees (including the Director) and is supported with an annual budget of approximately $1.4 million.

A bachelor’s degree from an accredited college or university in Human Resources Management, Business, Psychology, Public Administration, or related field is required (master’s preferred), coupled with 10 or more years of Human Resources experience with at least five (5) years at a management level. SHRM-CP Certified and/or the ability to obtain within a reasonable period of time following appointment. Chester County offers a desired starting salary range of $139,131 - $173,915, based upon qualifications and experience.
